Making an emulator is not illegal, however there is no profit to be made at all. Developers must be satisfied purely from their eagerness to make them, unless they receive some kind of donations from the people around them. Unfortunately, there are not that many emulators available because of the difficulties involved, which is why the developers give up due to the lack of time and means that are necessary. Most of the emulators of more modern consoles, including the first Xbox are a long way from being perfect.
Basically, once developers have come up with a system that will enable their emulator to operate fully, they would be able to go ahead and develop one. But because the hardware that is used in the Xbox 360 is very advanced it makes it difficult to do, while not making it impossibility. So, although no Xbox 360 emulators are currently in existence because of the time and cost involved in developing them, it does not necessarily mean they won?t get around to developing them at some time.
As already mentioned the game library of the Xbox 360 is extensive and many favorite ones are available. These games come with the added advantage of being able to be played on the computer. And so, because of the time that needs to be invested in developing an Xbox 360 emulator, many developers have decided that it is not even worthwhile to develop one.
Nobody can predict if XBOX 360 emulators will take surface, but for the meantime, if you want to enjoy games on the XBOX 360, search for PC version first. If your hardware cannot handle the game, it certainly won't handle any XBOX 360 emulator that will be made. It is better to get the original console so you can enjoy the games along with plenty of the other features that the XBOX 360 offers.
